Abstract System analysis and psychological knowledge in the activity of specialists for emergencies concern the field of organization management, selecting the staff, decision making, both administrative and operational. It is important to take into consideration key features of the system. It means that consequences of function of each element of the system management of the MES touches the system in the whole, determine its efficiency in aim achieving, whereby the significance of such decisions and responsibility for their consequences increases with raising the steps of system hierarchy. That’s why the method of system analysis is very important in training leading staff of the units of the MES.
